Economic Feasibility Study – Ventura County, California

TCG performed market research and financial analysis for an economic feasibility study evaluating a range of potential investment scenarios intended to revitalize an underperforming retail center and civic/business district in Ventura County. The investment scenarios assessed the market potential for intensified mixed uses on the existing site, including the addition of residential units at different density thresholds and/or a cinemaplex. The feasibility study recommended joint action by the city, local redevelopment agency, and the private developer to implement a phased streetscape and circulation improvement plan; construct additional on-street parking to activate the pedestrian realm; reconfigure existing off-street parking facilities for shared use based on utilization rates at different times of day; as well as to sponsor public financing for a new structured parking facility that would satisfy future travel demand to the expanded retail/civic center and surrounding district.
