Military Base Reuse Development Strategy – New England
The Concord Group was engaged by a national developer in the planning process for the redevelopment of a 1,400 acre, defunct, naval air station in New England. Plans called for the mixed-use development to include over 2,500 residential units (for sale, for rent and active adult) and< over 2 million square feet of office and retail space.
Due to the scarcity of land in the Boston metropolitan area, the magnitude of the master planned community was unique relative to local projects. Our experience working on other “destination-creating” master planned communities combined with our understanding of the complexities of redeveloping former military bases informed our recommended development strategy. We undertook an exhaustive analysis of supply and demand conditions for all of New England, collecting data on dozens of planned residential projects across several metro areas and pinpointing the site’s required demand capture. We also completed feasibility analysis, product positioning, projected absorption, and land planning for all uses and product types as input to a viable development plan.
We have continued our involvement in the development process at many levels, working with public agencies and the developer’s financial partners to push the project towards completion. Our insight continues to impact the project on issues ranging from financing to programming to infrastructure.
